EVALUATION CONSULTANT

Description

The Antwerp-based anti-trafficking organization Payoke (www.payoke.be) is seeking an Evaluation Consultant to conduct the external evaluation of an EU funded project addressing protection and integration of victims of human trafficking (www.libes.org).

The assignment is intended as a summative evaluation with an aim to providing an overall assessment of the project’s effectiveness and achievements. The summative evaluation shall reveal whether the project objectives were met, and the overall impact of the action.

Methodology

Both formal and informal methods may be used to gather information, including:

  • Progress reports submitted to the donor;
  • Project monitoring data and information provided by the Coordinator and partners;
  • Website and social media;
  • Case study;
  • Event reports;
  • Interviews with project partners;
  • Event evaluation forms;
  • Survey/focus group;
  • Site visit –Final Conference;
  • SWOT analysis,
  • Time-tracking records;

The consultant may be invited to participate in project events -meetings, workshops, etc.

The consultant will design surveys to measure project outcomes, results, and achievements, as well as partner engagement and responses. These may take place mostly online or in-person, depending on local recommendations to reduce the transmission of COVID-19.

The assignment shall result in an evaluation report.

Requirements

At least five years of professional experience in the areas of project management and/or programme evaluation and analysis, and degree in the domain of social and political science.

Proven experience with EU-funded programs.

Knowledge of evaluation methodologies.

Knowledge and expertise on counter-trafficking and migration.

Experience and background in gender equality/gender analysis and gender-responsive evaluations desirable.

Fluent analytical and writing skills in English.

 

Conditions

The Evaluation Consultant is a temporary and remote contracted position. It is anticipated that the assignment may last maximum 10 days. Hours are flexible and a timeline will be established during the onboarding process. The evaluation report must be delivered no later than September 15, 2021. Start date to be agreed upon with the program management team.
